Mobile inspector doesn't render the tools window properly, cordova app

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1.Mobile Inspect a device (chrome://inspect/#devices)
2.The view then opened is badly rendered/resized.

What is the expected behavior?
A tool view that fits correctly the window, that isn't "compressed"

What went wrong?
I have no idea, we'r 2 or 3 different developers having that issue.
I don't know if it is configuration dependent and have no idea why it is displaying as that.
Also the console view makes other tabs of the chrome tools disappearing and seems to extend the window size to infinite, making the new logs not readable without resizing the window.

It worked on the same environment previously without problems.

Please use older versions of Chrome (before 64) for very old WebView versions.
 Issue 833835  has been merged into this issue.
Just some information about how I solved it ( as it is quiet hard to find a previous version installer for chrome )

In my case, Ionic and Cordova simply doesn't scalled for an Android API 23 ( Marshmallow). So I upgraded the environment and the machine on which I was testing to an API 26, Oreo.
