FR - Allow a kiosk App to launch inside user's login

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.67.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.209 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?

What went wrong?
Per customer, they used to be able to launch Kiosk App while a user is logged in on the Chromebook, but now, the Kiosk App can only be launched from the Sign-in screen.

Customer has left the kiosk app to launch from the login screen, but still wants to just pin the app to a user's shelf and have that app ask for Kiosk mode like it used to do before

Did this work before? Yes Customer can no longer recall the version when the Kiosk app can still be pinned to a user's shelf

They are trying to launch hblfbmjdaalalhifaajnnodlkiloengc within user's session.

This app has  "kiosk_only": true  attribute in manifest.json in recent versions.
It might work on previous versions (e.g. if previous versions of app did not have this attribute).

If app has kiosk_only attribute, it's expected that we launching it from user's session is not allowed.
