OS: Win (7, 8, 8.1, 10), Mac (10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS).

Pre-condition: chrome://history/ should contain atleast 1 history item.

Steps to reproduce:
1. Launch chrome and navigate to chrome://history/
2. Click on checkbox of any history item.
3. Now press Tab to traverse the focus throughout the page until it comes back to the selected checkbox again.
 
Actual Result: Focus doesn't appear on the selected checkbox at first instance while it traverses throughout the page.
Expected Result: Focus should appear on the selected checkbox everytime it traverses throughout the page.

This is Regression issue broken in 'M-61’ and using the per-revision bisect providing the bisect results,

Good Build: 61.0.3145.0 (Revision: 483575)
Bad Build:  61.0.3146.0 (Revision: 483866)

You are probably looking for a change made after 483631 (known good), but no later than 483632 (first known bad).
