What steps will reproduce the problem?
1. Launch chrome, open NTP and tap on 'bookmark' icon seen in omnibox (bookmark bubble opens).
2. Hit right arrow key and tap on 'Folder' drop down.
3. Observe the text caret in 'Name' text box.

Actual Result : Text caret stays in 'Name' text box even after tapping on 'Folder' drop down.

Expected Result : Focus should shift to 'Folder' drop down on tap and text caret should disappear from 'Name' text box.

This is a regression issue, broken in M-64 and providing the bisect using per-revision script:
Good Build : 64.0.3256.0 (Revision : 513349)
Bad Build : 64.0.3257.0 (Revision : 513642)

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).

Note : 
1. Issue can only be reproduced with tap-touch and the same works fine when mouse is used to click on 'Folder' drop down.
2. This is touch device specific issue and it can not be reproduced on Win non-touch(7,8,8.1,10), Linux(14.04 LTS) and Mac(10.12.6, 10.13.1, 10.13.5) OS.
3. Issue is also observed in Dev build #67.0.3393.4, Canary #68.0.3398.0 and Beta #66.0.3359.106
