Non-Regression : Unable to sign in after entering valid Email id and Password in 'sign in as an existing user' screen

Issue description

Chrome Version: 67.0.3396.8/10575.4.0 dev channel  Daisy,Candy,Reks
OS: Chrome

What steps will reproduce the problem?
(1)Recover Build -> Connect to Wi-Fi network -> Now click on 'Accept and continue' in EULA screen -> Sign-in screen is available 
(2)Now at Uber Tray turn-off WI-FI -> "Network not available" page is seen
(3)Now click on 'sign in as an existing user' -> Enter valid Email id -> Click on 'NEXT' -> enter valid 'Password' -> observe 'The email and password yo entered don't match' error message is seen

Expected: 
a)If no User is signed in then in "Network not available" page, 'sign in as an existing user' option should not be seen
b)If 'sign in as an existing user' option is available for first user then should be able to sign in after entering valid Email id and Password 

Actual: Instead 
a)Unnecessary 'sign in as an existing user' option is seen in "Network not available" page even if no User is signed in
b)Unable to sign in after entering valid Email id and Password in 'sign in as an existing user' screen 

This is Non-Regression Issue seen from M-62

zalcorn@, could you suggest on if we want to hide the "sign in as an existing user" option when the device has no owner yet?
Yes, we should hide "sign in as existing user" if there are no existing users.
