Regression: Flickering of Find bar is seen when page is in Full screen mode

Issue description

Chrome Version:67.0.3396.8/10575.4.0 dev channel Daisy,Candy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Launch Chrome,open NTP and keep it in Full screen 
(2)Press Ctrl+F(Find..)
(3)Slowly place the arrow pointer on the top edge of 'X'(Close find bar) and Observe

Actual: Flickering of Find bar is seen
Expected: No such flickering should be seen

This is a Regression issue as same is working fine in M-63

Note:
1. Issue is note seen in Linux,Windows OS
2. Able to reproduce the issue on M-64,M-65 Stable,M-66 beta

I see this too:

The find-in-page bar jumps back and forth between two positions when I move the pointer to the top-right of the display.

Does anyone own this code? c/b/ui/find_bar/OWNERS doesn't exist. :-/

Otherwise, maybe Peter or Rachel know a good owner.
