Regression: Unable to drag horizontal scroll bar to extreme R.H.S in 'chrome://extensions/'.

Issue description

Chrome Version: 66.0.3359.117 (Official Build) 7f59c28e25283df88e0c6ac8d8b2551d8c6ad93b-refs/branch-heads/3359@{#723}(32/64 bit)
 
OS: Win(7,8,8.1,10) OS.

Steps to reproduce:
1.Launch chrome and navigate to 'chrome://extensions/'.
2.Resize window to L.H.S ,scroll horizontal bar and observe.

Actual Result : Unable to drag horizontal scroll bar to extreme R.H.S in 'chrome://extensions/'.
Expected Result : Should be able to drag horizontal scroll bar to extreme R.H.S in 'chrome://extensions/'.

This is Regression issue broken in 'M-64’ and Using the per-revision bisect providing the bisect results,
Good Build: 64.0.3241.0 (Revision: 508935)
Bad Build: 64.0.3242.0(Revision: 509211) 

You are probably looking for a change made after 509177 (known good), but no later than 509178 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Note: Issue is not seen on Mac(10.12.6,10.13.1,10.13.5) and Linux(14.04 LTS)

just skimming through the videos, its more likely to be caused by: https://chromium-review.googlesource.com/c/chromium/src/+/974118

but I have no verified.
