[Dev Tools] Responsive mode screen shouldn't use drop downs

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Open Dev Tools, trigger responsive mode
2. pick the Nexus 5X
3. try and quickly switch between orientations. 

The Nexus 5x mode has 6 (somewhat hidden) options which includes on screen keyboards and nav bars https://bugs.chromium.org/p/chromium/issues/detail?id=831540) or another device profile

What is the expected behavior?
It should be fast and simple to switch between devices and orientations

What went wrong?
All these options are hidden behind dropdown menus, on a large empty screen. 

This requires lots of repeated, slow mouse interaction with drop down menus.

The drop down menus should be shown as a list of buttons so you can quickly switch options to see how a page looks on a range of devices/orientations with only a single click
