WebRTC autoroller is broken by MSVC bots being shut down

See e.g. https://chromium-review.googlesource.com/c/chromium/src/+/1014309 and previous CLs. They are all failing because the autoroller automatically adds "win-msvc-dbg" to CQ_INCLUDE_TRYBOTS, and the bot's always purple (see  bug 820422 ).
