Upload is cancelled instead of dismissing notification |

Issue descriptionChrome Version: 67.0.3395.0 Steps To Reproduce: (1) Create a large (~100MB) file in Downloads and move it to My Drive (2) Expand notification of Files app saying "syncing <filename>...", then click X button of the expanded notification before the syncing operation finishes. See the file is not synced to Drive in web Drive. (3) Sign in with the same user again. Open the Files app. Actual Result: It starts to sync the file (upload to Drive) after step 3. Expected Result: This is not obvious, but I think the button at step 2 should just dismiss the message, continuing the sync. Alternative idea would be: - Rollback the original operation. In this case, the file should be moved back to Downloads. However this will be quite difficult as it's essentially implementing the "undo" command for every file operation. Even in that case, if the file was newly saved by an app, there's no possible undo state.

IIRC, this is to avoid syncing large file with metered connection. Users can cancel synching tentatively, then sync is resumed next time the drive implementation finds files which are out of sync.
