Steps To Reproduce:
(1) Create a large (~100MB) file in Downloads and move it to My Drive
(2) Expand notification of Files app saying "syncing <filename>...", then click X button of the expanded notification before the syncing operation finishes. See the file is not synced to Drive in web Drive.
(3) Sign in with the same user again. Open the Files app.

Actual Result:
It starts to sync the file (upload to Drive).

Expected Result:
This is not obvious, but I think the button should just dismiss the message, continuing the sync.

Alternative idea would be:
- Rollback the original operation. In this case, the file should be moved back to Downloads.
However this will be quite difficult as it's essentially implementing the "undo" command for every file operation. Even in that case, if the file was newly saved by an app, there's no possible undo state.
