Screenshots don't reflect high contrast, magnified state of screen

Issue description

Chrome OS 67

During testing accessibility features like high contrast and magnification, I had to take a picture of the screen with my phone since I couldn't take a screenshot or make a screencast video. 

Steps to repro:
# Enable High Constast mode via Settings > Advanced > Manage Accessibility features > check "Use High Contrast Mode" 
# Take a screenshot using ctrl + switch window button
Expected: screenshot is in high contrast/reversed colors like displayed on the screen
Actual: screenshot doesn't reflect what's shown on the monitor

the same can be seen with Settings > Advanced > Manage Accessibility features > check Fullscreen magnifier or Docked magnifier
