testing/buildbot/generate_buildbot_json.py should validate that all listed bots exist

Maybe testing/buildbot/generate_buildbot_json.py could validate bot names against infra/config/global/luci-milo.cfg. At least some of the listed bots were obsolete (https://chromium-review.googlesource.com/c/chromium/src/+/1013611).
