STS: naive UI labels not updated the first time STS is used on them

Repro steps: 
# Sign into Chrome OS with an account that has never been used on a Chromebook with STS before
# Use the feature on a part of the Native UI that can change. Examples include the tab bar, the icons on the shelf, the launcher when opened for the first time
# Do some change to that feature. For the tab bar, open some new tabs and navigate to any other page. For the icons on the shelf, open a new app and then close one of the apps in the middle. For the launcher, expand it open fully.
# Use STS with search key + mouse over
Expected: labels read correctly
Actual: old labels are still read. For the tabs, it still says new tab. For the shelf, it reads the closed app even though it's gone. For the launcher, it will read the apps that were there when it was only partially open.

I can't repro this with ChromeVox and I can't repro this bug after the very first time I used STS on that part of the UI.

I have merged two bugs into this one that had shown this problem.
Both bugs say Lulu was used but I reproed it on Samus.

I'm able to reproduce this with labels on tabs:
You can change the contents of a tab, for example do a search for "cat" from a "new tab", and Select-to-Speak will still read "new tab" if you activate it directly on the tab text. If you activate it on the fabicon, the text is updated correctly.

I cannot reproduce this with the icons on the shelf (using the new shelf UI in M71).
