Switch to TSC wallclock when supported by qemu KVM/Zircon

Fuchsia uses HPET rather than TSC on GCE swarming test bots, which slows down the guest OS fairly substantially.

This bug is to track the mitigation and resolution of that issue.

Clarification: the HPET wallclock is accurate, but *accessing* it is inefficient.

Is this a bug in Zircon? Should it be tracked in Fuchsia's bug tracker?
