"x clusters fetched" message displayed for EoC |

Issue description1. Enable EoC 2. Click a link to a page with suggestions. 3. Notice a bubble appear after load saying "1 clusters fetched" which then fades away This is I believe a leftover of the initial EoC implementation. We should disable this message.

What version of Chrome is this? I removed the toasts last week, so it should be gone in newer versions of Chrome.

My change landed in 67.0.3394.0. The backend work that Patrick did to connect to the real endpoint landed in 67.0.3396.0, so we probably shouldn't be using anything lower than that to test. I'll update the testing doc.
