DCHEK firing when touch scrolling elements with some "touch-action:something".

Issue description

Chrome Version: 68.0.3398.0 (Developer Build) (64-bit)
OS: Linux 64

What steps will reproduce the problem?
(1) Navigate to "data:text/html, <div style="width: 500px; height: 500px; touch-action: pan-x; border: solid;"></div>".
(2) Touch scroll along "x".
(3) Touch scroll aling "y".
(4) Touch scroll along "x".

What is the expected result?
Nothing happens.

What happens instead?
DCHECK fires.

I only tried this on Linux.

This is dcheck I am hitting:

DCHECK(!is_in_gesture_scroll_[gesture_event.SourceDevice()] ||
           FlingCancellationIsDeferred());
