confusing message from "set date and time"

Issue description

Clicking on chrome://settings, then Advanced, then Set date and time, brings up a dialog that says:

"Check your system time

Chrome was unable to set the system time.  Please check the time below and correct it if needed."

That seems wrong.  I haven't asked chrome to set the system time yet (because I could not yet specify what time), so what is the message referring to?

This is on 66.0.3359.102 beta on a Pixelbook.

Chrome normally tries to set the time automatically by making a network request. maybe we should include the word "automatically"?

Ah OK I think I understand the problem.

I was interpreting "Set date and time" as "Manually set date and time".  I would argue that this is a likely mistake, since the various "settings" usually refer to manual settings.  We tend to use "sync" for automatic settings.

But the system already tries to sync date and time regularly and automatically.  Then maybe the wording should be something like "Sync date and time now"?  To emphasize that this is a one-shot.

Also, why didn't this work?  I was on the network.  Does it ever work?

Not to be argumentative, but after clarifying this, I am marking this again as "bug", not "feature request", because I don't think it's a feature request.
