Issue description
The board 'relm' has a CQ allocation of 10 DUTs. But, 'relm-paladin'
isn't configured to run HWTest:
https://cs.corp.google.com/chromeos_public/chromite/cbuildbot/chromeos_config.py?l=2789
That means we have 10 working DUTs that sit around and run no tests.
Presumably, we should deallocate the relm CQ pool. Instructions are here:
