Horizontal scroll bar on wide window

Issue description

Affected Version: Linux, Google Chrome 65.0.3325.181

What steps will reproduce the problem?
1. Navigate to https://chromium-review.googlesource.com/c/chromium/src/+/1003041
2. Review the files section

What is the expected output?
No horizontal scrollbar.

What do you see instead?
There is a horizontal scrollbar, and I have to scroll back and forth to access the files. If I resize the window, I can see that the file names (and other content) is truncated/resized to match. I have to make the window much wider to get rid of the scrollbar.

Please provide any additional information below.

Does this issue persist if you disable Chromite Butler?

The CL now has LGTMs, so the list of owners is no longer displayed, and the scroll bar has disappeared. While I didn't disable Chromite Butler, that does seem like the culprit here.

might be related. On https://chromium-review.googlesource.com/c/infra/infra/+/986940/21..25/appengine/findit/services/flake_detection/detect_flakes.py#b37
the left pane is 3975px wide. I have to scroll far right to see the new file contents.

Sadrul - If this is a Chromite butler related issue what's the right place for the bug? Chromium Gerrit doesn't seem right since we don't maintain that Chrome plugin. But I don't know of a better place.
