offline chip not shown when connected to wifi with no internet connection |

Issue description1. Download a page from nytimes.com 2. connect to some wifi without internet access (like when preparing for sharing) 3. Open the downloaded page from ES File explorer. 4. It will show offline chip and original url. 5. Reload the page, it will show DNS cannot resolve error and flash to the offline page. ---The snackbar will appear, But the offline chip is not shown. Expected: offline chip should be visible.

Tested on Samsung Note 8 Android 8.0.0 on Chrome #65.0.3325.109 and was not able to reproduce the issue by following the below steps: 1. Launched Chrome. 2. Navigated to nytimes.com 3. Downloaded the offline page. 4. Connected to the WiFi network without any connection. 5. Open the downloaded file from 'Es file explorer' in Chrome 6. Reload the page. 7. Observed that page is reloaded normally without any error. romax@ -- Attached the screen cast for reference. Please let us know if we have missed anything. Also, please share the device details including the OS version and Chrome version where the issue is reproduced. Could you also share the screen cast of the issue for the better understanding. Hi pnangunoori, thanks for verifying. However this is not for stable version, I can reproduce with the following configuration: Android: 7.1.2 on Nexus 6 Chrome: Canary 67.0.3396.11 And the flag #offline-pages-sharing should be enabled.

This seems to be caused by the issue that DidStartNavigation was fired twice.
