Sharing from A->B->A using Gmail results in untrusted treatment

Issue description

What steps will reproduce the problem?
(1) Save a page for offline using Chrome on device A
(2) Share the page from device A to device B via Gmail
(3) Delete the page using Android Downloads Manager on device A
(4) Share the page from device B to device A via Gmail

What is the expected result?
The page should have the trusted treatment on device A

What happens instead?
The page has the untrusted treatment on device A

I can't repro this. I guess this is Oreo specific and it has already been fixed with crbug/830637. Please verify this with latest canary build.

I tried to repo just now and it was given the correct (trusted) treatment.
