[->Safebrowsing]: No idea if that really is harvesting credit cards for malicious purposes or not (Which is what I think the complain is?), but I believe that's beyond the scope of safebrowsing.

This isn't within the realm of Safe Browsing. In fact, all that this site seems to be doing is to generate a *random* credit card number that fits the credit card number requirements. It does not share stolen credit cards. There are plenty of alternatives and it is hard to establish how this harms the user.
