Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Example URL:
http://generatarjetasdecredito.com/seleccion-tarjetas-credito.php

Steps to reproduce the problem:
1. ingresar a el sitio
2. click en generar tarjetas
3. 

What is the expected behavior?
No hay comportamiento esperado, esta pagina es ilegal y no deberia estar en internet

What went wrong?
como requisito la pagina pide desactivar adblock para poder tener una tarjeta de crédito falsa

[->Safebrowsing]:  No idea if that really is harvesting credit cards for malicious purposes or not (Which is what I think the complain is?), but I believe that's beyond the scope of safebrowsing.

Status: WontFix (was: Unconfirmed)
This isn't within the realm of Safe Browsing.
In fact, all that this site seems to be doing is to generate a *random* credit card number that fits the credit card number requirements. It does not share stolen credit cards.

There are plenty of alternatives and it is hard to establish how this harms the user.
