Blur should persist through exit overview animation |

Issue descriptionChrome Version: 66.0.3359.102 OS: Chrome OS What steps will reproduce the problem? (1) Press F5 to enter overview. (2) Press again to exit What is the expected result? Background is blurred What happens instead? Background is blurred while entering animation is running but not during exiting animation. Would be nice to delay clearing the blur until the animation has ended, especially when a full-screen window would obscure it. Right now it immediately becomes sharp when pressing F5 to exit overview and that is jarring.

Still happening on 68.0.3440.40 (Beta channel). With less movement on the screen now that only the windows on top of a maximized window are animated the eye seems to focus on the background more so I cannot easily "unsee" this bug.
