Rendering issues with page content

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Example URL:
https://mail.google.com/mail/u/0/#inbox

Steps to reproduce the problem:
1. Visit a web page, some web pages have issues some do not which makes this really hard to describe, I've included a video where it happens on a development site I have, but it also happens on gmail

What is the expected behavior?
To see pages as intended

What went wrong?
Flashing and mis rendering of content

Is it a problem with a plugin? N/A 

Did this work before? Yes I'm not sure, I've had this issue for what feels like a couple of weeks

Does this work in other browsers? Yes

Seems like re-enabling hardware acceleration fixes the issue, not sure how to close issue

Tested the issue on chrome reported version 65.0.3325.181 using Mac 10.13.3 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: https://mail.google.com/mail/u/0/#inbox
2) Selected the text and observed rendering issue, didn't observed any rendering on the screen when text is selected

@Reporter: Please find the attached screencast for your reference and provide your feedback on it, if possible could you please provide the Test URL/file which reproduces the issue, it will helps us further triaging the issue in better way.
