Precondition : Enable 'chrome://flags/#force-ui-direction' flag from chrome://flags.

What steps will reproduce the problem?
1. Launch chrome, enable above flag and restart chrome.
2. Go to chrome://history (at least one history entry should be present on the page) and select the first entry.
3. Observe the tick inside checkbox. 

Actual Result : Blue tick inside checkbox appears inverted on selecting the history entry, in RTL mode.

Expected Result : Blue tick inside checkbox should be seen as expeated in RTL mode. 

This is a regression issue, broken in M-67 and providing the bisect using per-revision script:
Good Build : 67.0.3368.0 (Revision : 542341)
Bad Build : 67.0.3369.0 (Revision : 542817)

You are probably looking for a change made after 542361 (known good), but no later than 542362 (first known bad).

1. Issue is also observed in Dev build #67.0.3393.4
2. This issue is not observed on chrome://settings page, i.e check boxes in settings page appear as expected even in RTL mode.
