Non-Regression : No effect is seen for screenshot wallpaper on choosing 'Stretch' or 'Center' or 'Center Cropped' options at 'Position' in 'Set Wallpaper' overlay

What steps will reproduce the problem?
(1)Sign into User ->Take screenshot using 'Ctrl+F5(Overview Mode Button)', screenshot is saved in Files App -> Now minimize all and on screen Right click -> select 'Set Wallpaper' option
(2)In 'Set Wallpaper' overlay -> go to 'Custom' tab -> click on '+" Icon ('Choose File' option)-> choose taken screenshot from Files App
(3)Now in wallpaper overlay , at 'Position' choose 'Stretch' or 'Center' or 'Center Cropped' and observe no effect is seen for saved wallpaper
(Please refer Video)

Note : Download any Image -> Now in 'Set Wallpaper' overlay -> click on '+" Icon ('Choose File' option) at 'Custom' tab-> choose Downloaded Image from Files App -> choose 'Stretch' or 'Center' or 'Center Cropped' at 'Position'  and observe effect is seen for saved wallpaper 
(Please refer 'Expected_Effect' video)

Expected: On choosing 'Stretch' or 'Center' or 'Center Cropped' options  at 'Position',  effect should be seen for saved wallpaper
Actual: Instead no effect is seen for saved wallpaper

This is Non-Regression Issue seen from M-62

This is WAI. 'Stretch' or 'Center' or 'Center Cropped' only take effect when the image does not fit the device perfectly. For a screenshot taken on the same device, the dimension is fitting perfectly, so there's no effect.

If you copy the screenshot image to another device with a different screen size, it should have effect.

(But, will ask UX on if we need to show a message in such case to avoid confusion.)
