Regression : Unwanted movement of retry button is seen upon scrolling.

Issue description

Chrome version : 68.0.3397.0 (Official Build) dcddf51ec4ce5a464f901c1cf8fc8cc86c9f59b6-refs/heads/master@{#550857}  32/64 bit

OS : Windows(7,8,8.1,10)

Steps to reproduce:
1.Launch Chrome ,navigate to chrome://extensions and click on developer mode slider.
2.Click on 'Load Unpacked' button and add any blank folder.
3.Now resize browser window , try to scroll dialog content up/down using mouse wheel and observe.

Actual Result : In chrome://extensions page, unwanted movement of retry button and scroll bar is seen upon scrolling.
Expected Result :Such  movement of retry button and scroll bar should not be seen upon scrolling.

This is a regression issue broken in ‘M-64’ and using the per-revision bisect providing the bisect results,
Good build: 64.0.3280.0 (Revision : 519959)
Bad build: 64.0.3281.0(Revision : 520391)

Unable to provide the bisect using per-revision script as getting trace back error while doing the bisect. 
Hence providing the bisect using old bisect script.

@dschuyler: Could you please look into the issue, pardon me if it has nothing to do with your changes and if possible please assign it to concern owner.

Note : Issue is not reproducible on Mac(10.12.6,10.13.1,10.13.5) and Linux(14.04 LTS) OS.

The CL in question adds a <paper-spinner> to the left of the cancel button, so I can see that playing into (or creating) this issue.

Hector, may I give (dump) this bug to you? (If not send it back to me or maybe dpapad@).

I lowered the priority from 1 to 2, but you may want to make it a 3.
