What steps will reproduce the problem?
(1)Sign into user  >>Enable 'Show bookmarks bar' option 
(2)Open chrome://settings page >> Go to Network section/Add connection 
(3)Open 'Add VPN/L2TP..' overlay and observe unwanted scrollbar

Actual: Unnecessary scrollbar appears in 'Add VPN/L2TP..' overlay
Expected: No need of such unnecessary scrollbars

This is a Regression issue as same is working fine in 66.0.3359.102/10452.54.0 beta channel Candy

Note: Issue is working fine in Linux,Windows,Other chrome OS devices like Daisy,Kip,Peppy..
