What steps will reproduce the problem?
(1)Sign into user >>Launch chrome, open NTP
(2)From Customize and control google chrome >>click to open Cast window >>close it and observe near toolbar

Actual: Spacing issue is seen after closing the cast at toolbar
Expected: No such spacing issue should be seen

This is a Regression issue as same is working fine in 67.0.3390.0/10559.0.0 dev

Note :
1. Issue is not seen in Linux,Windows OS
2.Issue is also seen with Extension icons at toolbar when removed
