Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Steps to reproduce the problem: 1. When I want to scroll down the web page, it doesn't work. It seems, that the scroll button is blocked! 2. I've stopped the hardware acceleration. Nothing happens. 3. What is the expected behavior? What went wrong? I can't scroll down the web pages on some web sites. Did this work before? Yes Chrome version: 65.0.3325.181 Channel: stable OS Version: 10.0 Flash Version: Thank you for your understanding!

Easy enough to reproduce by visiting https://news.ycombinator.com/item?id=16780068 and scrolling up and down randomly/rapidly with the mouse wheel. After tens of scroll events, it stops working. Happens on plenty of pages and only in Chrome. Sometimes happens without needing the rapid/random scrolling.
