On some websites the mouse wheel doesn't work.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. When I want to scroll down the web page, it doesn't work. It seems, that the scroll button is blocked!
2. I've stopped the hardware acceleration. Nothing happens.
3. 

What is the expected behavior?

What went wrong?
I can't scroll down the web pages on some web sites.

Did this work before? Yes 

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 10.0
Flash Version:

dumitrup08@ Thanks for the issue.

Tested this issue on Windows 10 and Mac OS 10.13.3 on the reported version 65.0.3325.181 and the latest canary 68.0.3397.0 and unable to reproduce the issue.

Able to scroll smoothly with mouse wheel on webpages without any issues.
Attached is the screen cast for reference.

Request you to retry the issue on a new chrome profile without any files/extensions and update the thread with the observations.

Easy enough to reproduce by visiting https://news.ycombinator.com/item?id=16780068 and scrolling up and down randomly/rapidly with the mouse wheel. After tens of scroll events, it stops working. Happens on plenty of pages and only in Chrome. Sometimes happens without needing the rapid/random scrolling.
