Reproduction Steps: 
1. Enable CHromevox and navigate to speedtest.net
2. Ctrl+Search+Left arrow to navigate to the top of the page, and Search+right arrow to navigate through the page. Alternatively, press search+b to jump to the start test button, and search+left arrow a few times.
3. Attempt to move past the login link.
Expected: The user can navigate through the page without getting stuck at any links or buttons.
Actual: The user gets stuck at the login button, and neither tab nor search+right or left arrow can move past it. In addition, attempting to navigate by buttons, links, and any other controls with their respective hotkeys does not move to that element.
