Cannot download created video from video recorder apps. |

Issue descriptionChrome Version: (copy from chrome://version) OS: (e.g. Win10, MacOS 10.12, etc...) What steps will reproduce the problem? (1) try video capture apps (2) capture video (3) try to download What is the expected result? download created webm files What happens instead? cannot download. It does, we have an internal mail thread about this. It was partially caused by https://bugs.chromium.org/p/chromium/issues/detail?id=807639, but I have gotten reports that there still are some problems. What version is this not working on? For me on Linuux download now works on both stable and Dev channel.

I retested on Chrome OS Kevin on 66.0.3359.117 and it seems to work now that I tried it.
