Mouse scroll freezes at edge positions

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Open bookmarks
2. Put mouse over some bookmark item on the left panel
3. Scroll down with the help of mouse scroll until you reached the end
4. Scroll several times down (!) without moving a mouse pointer
5. Scroll up

What is the expected behavior?
Scroll up works

What went wrong?
Scroll up doesn't work. If you move the mouse pointer a little or make a pause in scrolling, it starts working

Did this work before? N/A 

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 10.0
Flash Version: 

1. The same if you scroll up and up and then down
2. Found in many places, for example when you selecting google accounts on google log in

Sounds like a duplicate of  issue 828751 , fixed in Chrome 66.
Yes, that's the same bug, let's close this ticket.

You can also get around this by resetting the "GPU Process".
