scrolling

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. go to any page you can scroll up and down
2. click the middleon your mouse and put your pointer a little down
3. scroll up and down until the problem apear

What is the expected behavior?
the mouse pointer will go back to normal looking

What went wrong?
the mouse pointer still looks like that scrolling thing instead of going back to the normal "outfit"

Did this work before? N/A 

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Able to reproduce the issue on Win-10 using chrome reported version #65.0.3325.181 and latest canary #68.0.3397.0. Issue is specific to OS-Win.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

I don't seem to be able to repro this issue.  krajshree@ did you have any special setup? I also used a Win 10 and a Logitech mouse and it worked normally on a google search page.

alon.nemlich@, could you clarify the repro steps? You mention "the mouse will go back to normal" as expected but that's only expected if you stop "middle click scrolling". From you instructions it sounds like you keep scrolling up and down but I'm not sure what you should happen and if you are holding the middle mouse button or if you click it a second time to exit "middle click scrolling".

A video recording would be ideal.

Ping, alon.nemlich@, could you please clarify Re#5? Also, please try if the problem is still present in Chrome Canary Channel: https://www.google.com/chrome/browser/canary.html

We've recently fixed a number of scrolling bugs.
The problem has been fixed. Thank you.
