Screen flickers and missing content blocks

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
Haven't found a consistent way to reproduce. It happens on many different web pages but not all.

What is the expected behavior?
Websites to load all content as normally expected.

What went wrong?
Many web pages aren’t properly loading or rendering on my iMac screen (flickering and missing sections) but they look fine on my other two attached HP monitors. I've tried this on other browsers (Safari & Firefox) and haven't had a problem.

I have recently noticed that some websites will not fully load, flicker, have blocky content with missing areas. I noticed the blocks that are missing, seem to change when I reload the page or when I adjust the window size. This doesn't happen on all web pages and I can't find what the commonality is. As soon as I drag the window over to either of the HP screens, it renders just fine.

The screenshot shows some of the missing blocks, but it doesn’t show the flickering and changing of the screen.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes I don't know. It's been going on for a month or two.

Does this work in other browsers? Yes

Chrome version: 65.0.3325.181  Channel: stable
OS Version: OS X 10.13.4
Flash Version: Shockwave Flash 29.0 r0

My Mac OS & Google Chrome are both updated to the latest versions and I have tried turning off ad-blockers.

Tried checking the issue on reported chrome version 65.0.3325.181 using Mac 10.13.1 with the below mentioned steps.
1. Launched chrome
2. Navigated to https://outlook.office.com/owa/?realm=blackboard.com&exsvurl=1&ll-cc=1033&modurl=1&path=/calendar/view/WorkWeek
3. Tried logging in with our organisational accout.
We are unable to log-in successfully with our credentials.

@Reporter: As we are unable to log-in with our credentials, could you please share sample test credentials or share any other web page/test URL which helps us to triage the issue in a better way

Thank you. I’m not finding many examples this morning, but below is one from Product Hunt (https://www.producthunt.com/posts/evercam-3 <https://www.producthunt.com/posts/evercam-3>). This is close to what it usually does, but it doesn’t always happen on these Lightbox-type pages or where there are video files. Also, the blockiness is usually white.

Unable to reproduce the issue on repotted chrome version 65.0.3325.181 using Mac 10.13.1 with the below mentioned steps with the URL provided in comment#3.
1. Launched chrome
2. Navigated to https://www.producthunt.com/posts/evercam-3
We are able to see the page loading properly with out any issues. Attaching the screen cast of the same.

@Reporter: Could you please have a look at the screen cast and let us know if we have missed anything from our end.

I found more examples of this on different Pinterest pages. I'm able to reproduce it when I open my Notifications in the top-right corner, while I am choosing a board to save an image to or while my conversation window is open in the bottom left. Any time window is overlaying the main page. Does that make sense? Attached are two more screenshots.

3. Loggedn in to the above site.
4. Tried getting notifications on screen when viewing images in pininterest.
We didn't observe the screen flickering and the UI was proper. Attaching the screen cast of the same.

@Reporter: Could you please have a look at the screen cast and let us know if we have missed anything in the process. Any further inputs from your end may help us.

Not sure if it's the same, as your pop-ups are in a new Chrome window rather than part of the Pinterest page/interface. When mentioned "notification", I meant Pinterest's notifications rather than the Chrome notifications for Pinterest. I've attached a screen recording, which shows normal behavior when hovering my mouse over different pins, but when I open my Notifications, it starts to flicker in the Notifications window, the message window when opened, and after I click a pin in a message.

As we are unable to reproduce the issue from our end, even after tried checking notifications in pininterest using Mac 10.13.1 on reported chrome version 65.0.3325.181. Attaching screen cast for reference. Hence, removing Needs-Bisect label and requesting some one from Blink team to have a look into this and help in further triaging it.

Maybe a compositing issue? Could you attach the contents of about:gpu ?

This looks very much like missing GPU content.
Is there a way to confirm/correct this? I'm not familiar with GPU content. Thank you.
