Scrolling by moving mouse after middle clicking stops working after using the scroll wheel

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Steps to reproduce the problem: 1. Press middle click when on a page 2. Use the scroll wheel 3. Cursor is still an arrow but doesn't allow scrolling What is the expected behavior? What went wrong? Middle click scrolling (by moving mouse up/down/sideways) stopped working after using scroll wheel while it is active. Did this work before? N/A Chrome version: 65.0.3325.181 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: 29.0.0.140

Thanks for filing the issue! Unable to reproduce the issue on reported chrome version 65.0.3325.181 using Windows 7 with the below mentioned steps. 1. Launched chrome 2. Searched some random content. 3. Middle clicked on a web page 4. Tried moving mouse. We are able to see the page moving up/down with the movement of mouse. Attaching the screen cast of the same. @Reporter: Could you please have a look at the screen cast and let us know if we have missed anything in the process. Any further inputs from your end may help us in triaging the issue in a better way.

@vamshi.kommuri: You didn't reproduce the issue because you didn't follow the steps. Click the middle mouse button and then try to scroll using the wheel. It does nothing. In Edge and Firefox and most other apps, the page scrolls as expected.
