Omnibox context menu causes top bar to shift down, covering page content, creating black bar at top of screen until browser restart

Issue descriptionSteps to reproduce the problem: 1. Navigate to any website in Chromium 2. Long-hold the omnibox 3. Observe context menu. Also observe UI bug until browser is fully closed and restarted. Reproducible always on MIUI8 and MIUI9 on Xiaomi Mi Mix and Mi Mix 2. Samsung android OSs do not seem affected (the text selection mechanism is quite a bit different with Samsung touchwiz and I suspect this is playing a role in supressing the bug). What is the expected behavior? Context menu should appear without UI bugs, top bar and omnibar should stay in the same place on screen. What went wrong? Omnibox and top nav bar shift down, leaving a black bar at the top of the screen the size of the top bar until browser is restarted. Screenshots by the internal bug reporter do not capture this black bar. See attached photo (photo provided since an android screenshot cannot capture the context menu). Did this work before? I believe this relates to SelectionPopupController.java and possibly FloatingPastePopupMenu.java. Bug observed on both Android 8 and Android 7, believe it occurs on any Android version >= 6 (M), but haven't tested 6 recently.
