Scrolling sometimes stops working on current tab after opening a link in a new tab and/or opening previews (on reddit)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.2 Safari/537.36

Steps to reproduce the problem:
1. Go to https://reddit.com/r/all/
2. Use middle click to open thread (or any link) in new tab and/or opening thread/media previews
3. Repeat until scrolling stops working (after trying to reproduce it, it sometimes took up to 5-6 links/previews)

What is the expected behavior?
Scrolling working correctly.

What went wrong?
When browsing reddit and opening any link or preview it randomly disables scrolling in the current tab. Refreshing the tab doesn't solve the issue, the only workaround is to simply open the same page in a new tab and continue in that tab (or using page up/page down or other scrolling alternatives like arrow keys/spacebar).

So far haven't noticed this issue on any other sites ie. opening videos in new tabs on YouTube and search results on Google. I assume it's specifically the canary+reddit combination that has this problem, mainly giving the impression it's on canary's end.

Haven't been able to reproduce this in Firefox/Edge following the exact same steps/opening the exact same things after repeated and extended attempts. Don't know with which version it stopped working but it was fairly recently, probably within the week.

Unable to reproduce the issue on Win-10 using chrome reported version #67.0.3396.2 and latest canary #68.0.3397.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to https://reddit.com/r/all/
2. Used middle click to open other links in new tab.
3. Repeated by clicking 5-6 links and scrolled on the main page.
4. Observed that scrolling worked correctly without any issues.

trinityxtmzz@ - Could you please check the issue on latest canary #68.0.3397.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
Also please check the attached screen cast and please let us know if anything missed from our end.

krajshree@ - Couldn't reproduce the problem on neither my nor a clean profile using Canary version 68.0.3397.0. Issue seems to have solved itself and was related to something on my end.

No idea what caused it as I made no changes to any settings nor software (apart from updates). Side note: the extensions I am using are uBlock Origin and Chrome Remote Desktop.

Unable to reproduce the issue on chrome reported version 67.0.3396.2 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and installed uBlock Origin and Chrome Remote Desktop(as per comment#3)
2) Navigated to https://reddit.com/r/all/ and middle click on mouse to open other links in new tab
3. Repeated by clicking 5-6 links and scrolled on the main page, didn't observed any issues in scrolling the page.

@Reporter: Please find the attached screencast for your reference, as per comment#3 it seems issue is not reproducible from your end, could you please provide your confirmation on closing the issue.

Running Canary version 68.0.3398.0.

Issue for me is reproducible using my profile and on the default Guest profile. It's also reproducible on YouTube and MyAnimeList, which makes me assume it's reproducible everywhere, but is easiest reproduced on reddit.

After some extended testing, I assume I found the cause of the issue.

Steps to reproduce the issue:
1. Go to reddit.com
2. Spam middle mouse button on a link to open it in new tabs
3. Try scrolling with mouse wheel
4. Redo steps 2-3 until scrolling stops working

Steps to fix the issue:
1. Hold middle mouse click to activate the middle mouse click scrolling feature and move your mouse in any direction to reset the mouse scroll wheel "lock" caused by the issue.

Issue seems to be caused by multiple consecutive middle mouse clicks on a link in quick succession. Basically triggering the middle mouse click scrolling feature while you are opening a link using middle mouse click, without changing your mouse cursor (it doesn't change the look of the cursor like when you hold down middle mouse button to scroll) which locks your mouse scroll wheel. Using the middle mouse click scrolling feature resets/removes the mouse wheel scroll "lock" caused by the issue.

I don't know if the explanation was clear enough, so I hope you understand what I mean.

Unable to reproduce the issue on chrome reported version 67.0.3396.2 and on latest chrome 68.0.3398.0 using Windows-10 with steps as mentioned in comment#6, as the issue is not reproducible from TE end, hence removing Needs-Bisect label, Please find the attached screencast for reference.

This is really infuriating. I also tried with a normal mouse, without any mouse software, and was able to reproduce the issue in canary but not on firefox nor edge.

I couldn't reproduce it on my old desktop either, leaving me with only the assumption that it could be somehow related to my touchpad's 2 finger pinch/zoom function.

Doesn't seem like anyone else is having the same issue. Since I already found a quick fix/workaround, I guess I can just learn to live with it.
