STS reading/highlighting offscreen words in Hangouts Chat application

Issue description

Chrome OS with flag enabled: #enable-experimental-accessibility-features
67.0.3383.0 (Official Build) dev (64-bit)
Google_Samus.6300.276.0

# Enable STS
# Open Hangouts Chat and have chats listed where someone responded with a longer sentence than fits in the little preview on the left Conversations section
# Use search + mouse to draw focus rect around the conversations
Expected: reads/highlights text that's visible
Actual: reads/highlights beyond the chat window

For this one I couldn't take a video since I had personal information in the chat windows. Katie, I'm happy to demo for you in person if needed.

This bug is related to overflow and visibility. Select-to-Speak cannot determine when an element is visible or invisible if that is not reflected in the a11y tree. For example, a 1px by 1px element that is on the screen may be read whether or not it has overflow:hidden.
