Shutdown "chrome-tot-chromeos-amd64-generic" and chromeos.chrome waterfall.

Issue description

As soon as chromium:650833 is fixed, we will be able to remove the final builders from chromeos.chrome, and thus the waterfall.
 
We are now running TestSimpleChromeWorkflow with --internal for chrome-pfq builders, hooray! ( issue 650833 ).

There would be some value to having this builder as an informational builder in Legoland. This week we had a CrOS change break SimpleChrome. This was not discovered in the -release builders (because other things were on fire), so by the time it failed in the PFQ, it was a bit of a headache to track down (until I thought to check the -release builders). See  issue 853242  for details.

That said, at this point any SimpleChrome breakage should be caught either in the chromium CQ, or the chromeos CQ, so as long as we remember that we should be able to find the blame in one or the other.

This builder runs a non-ChromeOS recipe. In theory, it's possible to support in Legoland, but it would be a very, very special snowflake.

So... I'd rather shut this builder down (along with the waterfall), or find a way to run this builder somewhere in standard Chrome Infra.
Sounds fine. If we decide we need -informational coverage we should be able to include TestSimpleChromeWorkflow in amd64-generic-tot-chromium-pfq-informational, or (since it is already taking 2.5-3 hours) configure a similar builder that skips VMTests and maybe other stages.
