Update device checker binary, build with latest certs |

Issue descriptionIt appears at least one of the new iPhone X's can't install the device checker app. I'm assuming it's because the app was built with an old cert before these devices were whitelisted. I confirmed `d2587e562412f4352b15fed31f4c79d8694a8b80` is indeed whitelisted, but I'm not sure where the device checker is, to see if that device is in the binary. The device checker is documented here: https://chrome-internal.googlesource.com/chrome/ios_internal/+/master/build/bots/internal.bling.fyi/swarming-cron.md It was precompiled and packaged into CIPD when Chrome iOS deprecated iOS 9 support, yet we still had iOS 9 devices in use. We no longer have such devices, so the device checker can be reverted to compile a fresh binary again.
