What steps will reproduce the problem?
(1) Go to chrome:flags and enable home launcher.
(2) Switch to tablet mode
(3) Go to overview mode.
(4) Swipe up from shelf.

What is the expected result?
The launcher should not show up.

What happens instead?
The launcher show up.
