What steps will reproduce the problem?
(1) Use device that could switch to tablet mode like eve.
(2) Go to chrome://flags and flip any flag and click the "relaunch now"
(3) While the screen goes black, quickly flip the lid to enter tablet mode.

What is the expected result?
No crash should happen.

What happens instead?
A chrome crash occurs. The chrome browser shows tab recovery notification.
