What steps will reproduce the problem?
(1) --enable-features=ViewsBrowserWindows
(2) Launch Chrome and open two tabs
(3) Minimize the chrome width to it's possible low
(4) Try to expand the chrome window using track pad

What is the expected result?
Chrome dragging should be smooth and there should be no black patches.

What happens instead?
Dragging chrome window shows black patches.
