Start showing power menu animation from its current state

Project Member Reported by minch@chromium.org, Apr 13 2018

Issue description

Pressing power button again when menu is partly showing will start the showing menu animation from its initial state. eg, both the opacity of the menu or background view animated from 0.f.

Better to start the animation from its current state in this case.

Components: UI>Shell>PowerButton
Labels: -Restrict-View-Google
Looks like this is still an issue, although it's subtle and hard to notice unless you're tapping the power button over and over with a dark background.
Summary: Start showing power menu animation from its current state (was: Start showing menu animation from its current state)
