Add UKM when form is detected. |

Issue descriptionWe are missing UKMs for form detection currently. The first UKM that get recorded is when form is interacted. This creates a blind spot for form detection since there could be lot of PageLoad with forms that don't have interaction. So, we should add UKM related to Form Loads. Many interesting metadata like FormSignature, etc will also be useful. Besides data related to form classification can be added. That can further help with identifying form classification issues.

We need to make following metrics - Log Form Structure on form parse (client side). List of things in WIP CL https://chromium-review.googlesource.com/c/chromium/src/+/1332430/1/components/autofill/core/browser/autofill_metrics.cc Autofill_DeveloperEngagement :- Should be removed and AutofillDeveloperEngagementMetrics need to be added to form seen UKM. Similarly for fields we have to add heuristics type detection result. Add LocalCCRecordCount here and Address profile count. See if we have server CC record count? Lower priority:- Remove duplicate metadata in other UKM (e.g FormInteracted and FormSubmitted ukm has IsForCreditCard, FormTypes etc, these can be safely removed now)
