[MacViewsBrowser]: "Emoji & Symbols" option is missing in OS X 10.13.5 Beta?

OS: macOS 10.13.5 Beta (17F35e)

What steps will reproduce the problem?
(1) --enable-features=ViewsBrowserWindows
(2) Launch Chrome and navigate to 'Facebook.com'
(3) Select the text 'Facebook.com' in Omnibox and right click on it

What is the expected result?
Context menu should show the option "Emoji & Symbols" for the selected text on OS X 10.13.5? Since it's exists on OS X 10.13.3?

What happens instead?
Context menu is NOT showing the option "Emoji & Symbols" for the selected text on OS X 10.13.5 Beta.
