[MacViewsBrowser]: Double quotes are looking weird in Chinese Traditional?

Issue description

Chrome Version: 67.0.3396.0
OS: macOS 10.13.5 Beta (17F35e)

What steps will reproduce the problem?
(1) --enable-features=ViewsBrowserWindows
(2) Launch Chrome and navigate to 'Facebook.com'
(3) Select the text 'Facebook.com' in Omnibox and right click on it

What is the expected result?
Context menu should show the selected text in double quotes ("") instead of other characters.

What happens instead?
Context menu is not showing the selected text in double quotes ("").

Those actually are the traditional chinese punctuation marks for a quotation: <https://en.wikipedia.org/wiki/Chinese_punctuation#Punctuation_marks>. I am agog that we behave correctly in this case, but I think we do.
I checked with a person literate in traditional chinese, and they confirmed that those square corner brackets are correct quotation characters.
