FR: Expose Chrome OS update errors to users when they check for updates

Issue description

When there is an error updating Chrome OS, rather than erroneously saying “Your Chromebook is up to date”, tell users what they can do to update their Chromebooks.

For all Devices:
(1) Tell users “Please try again later” if there was an issue contacting the update server.
(2) Tell users “Something went wrong” if there are other issues preventing the update; Recommend that they restart, reset, or recover their Chromebook (link to Update your Chromebook's operating system HC article)

For Managed Devices only:
(3) Tell users to “Contact your administrator to update your Chromebook” if their device is pinned to a previous Chrome OS version.
