smbprovider package may have incorrect dependencies

If you look at the BuildPackages stage of uberchromegw/i/chromeos/builders/setzer-release/builds/2103 you'll find this note:

WARNING: The following packages failed once or more,
but succeeded upon retry. This might indicate incorrect
dependencies.
  chromeos-base/smbprovider-0.0.1-r308

If you got more unlucky with the order/retries of build of packages, this could just fail.

I wonder if this has something to do with crbug.com/833675, and https://chromium-review.googlesource.com/c/chromiumos/overlays/chromiumos-overlay/+/1015655, where we are adding libpasswordprovider to CROS_WORKON_SUBTREE.
